doivent already subsidize energy savings work

Commissioned by Philippe Pelletier, Chairman of the strategic Committee of the building plan Grenelle, to animate the Working Group established to make proposals to save energy in private tertiary (1), Serge Grzybowski, President of Icade, delivered its report yesterday. About 70 participants have contributed to the work, cut to quatre themes: thermal regulation 2012 for the new buildings, energy savings certificates, existing Park, and green lease. The recommendations address the first two records.

Submit by January 1, 2011 permits tertiary buildings at the new thermal Regulation (RT) seems premature for the Working Group, which seeks a period of one year entre the publication of the order and the application of the RT. These immeubles to build to consume less than half of energy - heating, water, air conditioning, lighting... - the current buildings (120 Kw/h per year according to the regulations of 2005, 50 Kw/h in RT 2012) indeed call the designs, materials and techniques to implement different, more expensive for at least 5-10. But the price of these buildings must be acceptable to the market. The benefits tax and funding granted to successful housing, tertiary has no financial support in the expectation of the future RT performances. Serge Grzybowski believes that "investors in the nine must rule on eligible construction costs and it is logical that aid from the State focus on the retrofit of the existing fleet".The RT 2012 taking into account the intrinsic consumption of buildings, he advocates a approach integrating the impact energy/carbon of the movements of customers and employees. "To be included in the calculations of savings elements of urban planning, such as workstations in transport", he said.

Single definition

Similarly is it appropriate to examine the function of buildings - a 24-hour clinic uses more offices-, or the case of high-rise buildings (IGH more than 29 metres high) who will be in 2012 these objectives of 50 Kw/h, given the accumulation of regulatory constraints. For these IGH, the Group requests a coefficient of modulation for the calculation of energy consumption more important than that for traditional office buildings or, failing that, a period of application of the RT 2012 to 2015.

Until this time, the Group recommends that operations "renewable energy", as the installation of photovoltaic panels carried out by the owner. In practical terms, it is correct reference surfaces to, inter alia, that the surfaces of the technical premises in floors for the diffusion of energy and those between the double facades are not subject to taxation. "It would be paradoxical that these energy-saving solutions are taxed," says Serge Gzrybowski. The report also recommends a single definition of the energy performance in place of different, even conflicting, current definitions.

Work for energy savings

With regard to certificates of energy efficiency (CEE), the device is based on the duty savings imposed on vendors of electricity, gas, domestic fuel oil, liquefied petroleum and heat or cold gas networks since July 1, 2006. These so-called energy producers "forced" (EDF, GDF Suez,...) doivent already subsidize energy savings work. The Group suggests a quantitative and qualitative work expanding and Serge Grzybowski proposes that "regional branches of the industry is not organized for issuing the EEC, private or joint structure overrides them."
